London's 1810 Postmarks

Hello!
Can anyone tell me something about this two postmarks, please?
The text of the letter concerns the conditions of trade between Brazil and England, during de Napoleonic invasion of Portugal in 1808 and the consequent change of the portuguese court to Brazil.

The Red date stamp, is from the Chief Office in Lombard Street,
Identified by the use of the "Month before the Day" in the Oval.

The "TwoPyPoft" (Two Penny Post, Unpaid) is the oval strike of the receiving office, Lombard Street in the "Town Area" London.

Assessed as having a £6 quotient in 1984, when "pricing a cover"

There's a lot of pre stamp material from the UK around. There's much fun to be had in studying the myriad of postal markings.

Any chance of a translated transcript of the contents?
Any mention of Soldier's Boots?

My foggy memory of reading Wellesley, there was a huge shortage
(and hence Black Market) on the British Army boot, from which we get the famous name "Wellington Boot"
Apparently helped win the war against Napoleon.

The letter seems to be from members of Portuguese diplomacy in London. There is mention of a trade treaty between the two nations, to be signed. The sender complains that portuguese merchants have fewer advantages than the english in trade with Brazil, even though Brazil was a colony of Portugal at that time!

Possibly the tyranny of distance, and the associated costs, thereof.
