I've gone through Scott specialized and do not see anything resembling the overprint on the bottom third of this stamp. Is it an overprint I am just not finding or part of the cancel that is above it?

The black impresson over the stamp is part of the slogan cancel INOCCULATION PREVENTS CHOLERA AND PLAGUE.

Below is the Tamizh version of the same slogan.

Till now this has been recorded used only at Chennai GPO between 1930 and 1932.
