The last word looks like Cartago, which is in Costa Rica.

I tried similar Bob,
Last 4 letters are TORTA ? TORVA? not Tora ?

CARTAGO can also be in Colombia.

Thanks Rod. My big fingers on the iPad keyboard aren't doing me any favors.

I tried a few things.

Receptorta da Cartago (Galician) = cartridge receptacle
Receptorva de Cartago (Spanish) = receiver of Cartago/Carthage.

I don't think these help...not as postal markings.

My gut feeling has it Philatelic, not based on any sound judgement.

I've looked at Spink pre 1940 pre stamp covers, similar blurry town strikes
Maybe we are reading it incorrectly

The top bar of the I has filled in, but I think it is an I. RECEPTORIA is a Spanish word: receiver's office.
