The red text says something along the lines of:

Zhejiang Fenghua Post Machinery Rubber Factory
Address: Beimen Street, Daqiao Town, Nianhua County, Tel 3014, Telegram 9023

The receiver's address in black:
xx county
number one middle school
Comrade Jin Zhong Wei

The red words are the name and address of a factory.
It is an official envelop.
