Scott 238 Double Transfer Or Not.

I have been unable to find an example of a Scott 238 double transfer to verify my suspicions that this is a double transfer. There is a listing for one in Scott (with no value). Has anyone have or have seen an example? What is your opinion?

In the scan of the top I am looking at the 'TE' of FIFTEEN as well as above and below that point. Also the crosshatching in the 'S' of STATES.


In the bottom portion I'm looking at the marks in 'in' of Announcing as well as just above those letters in the white frame.

Yes, that is a double transfer. I have seen it before.
