Apologising for your stamp, is superfluous.

You have what appears to be an Anchor Perfin from a business in Japan.
I have personally, no records of Japanese Perfins.

However is seems a "Type 5"
was used by the SASEBO Naval Port H.Q., the Dockyard, and the Hospital there too.

The characters at top are katakana "sa" and "se", reading right to left in front-reading view (rod's image).

And the middle part of the anchor would be the katakana "bo" (shown below) minus the dakuten, thus completing the name of the town. Very cool design!
