German Occupied Russia Hitler Overprinted Question

I recently found the following stamp that I wasn't sure about. The Ostland overprint indicates German Occupied Russia. But I'm not sure if the swastika/gear/sunburst is part of the cancellation or another overprint. Any help would be appreciated. Thanks.

it is a special postmark: Tag der Briefmarke.

I am sure others will provide a nice picture.

I've always understood that the "Tag der Briefmarke" cancels were never available for postal use in Ostland, even when found on cover. Thus, the stamp is effectively CTO. I trust I will be corrected if I'm wrong.
