Can Anyone Identify This 1982 Senegal "For An Independent Namibia" Stamp?

I recently acquired a stamp from Senegal which I couldn't identify in SG or in online catalogues. It is an 80f stamp dated 1982 which is identical to a 95f stamp from the 1983 "For an Independent Namibia" set illustrated below (listed as SG 772), but with a different date and denomination.

It has been suggested that this might have been prepared for use but never issued, but I haven't found any definite answers so far. Can anyone help identify it / shed more light onto it please?

Thanks Rod - as I suspected, it seems that it's difficult to find information about this, likely due to a lack of interest in modern Senegal.
