What's The Deal With The Droids Press Sheet?

I received my imperf Droids press sheet yesterday and was surprised to find that the sheet comprises only 4 panes. The philatelic catalogue clearly says it should be 8 panes.

Does anyone know what happened? Is the USPS arbitrarily cutting the printed sheets by half after the fact to increase the number of available sheets to meet demand?

I am actually not particularly opposed to such a move if true. In fact, come to think of it, there is no good reason at all why imperf stamps have to be sold only as press sheets and not as individual panes.

I am sure if USPS starts to sell imperf panes, people who collect regular panes will double up on the imperf ones, which can only benefit USPS. The current practice simply results in creating arbitary profits for a relatively small group of people. It is a deeply inequitable situation.

Most likely there was an error in the USA Philatelic catalog as to the size of the press sheet. No conspiracy here, just a mistake.
