Actually I'm not sure whether it is pre-1940 or post-1940.
I've checked just about every country and office with the French language I can think of and I can't find it.
So it must be either catalogue blindness or a fiscal.
Any help IDing it is appreciated in advance.

Tony, they're listed in SG under the general heading French Colonies, as Postage Due Stamps. 1945, D90 (your one) to D101. D90 listed as worth 10p mint.
