That is exactly NOT how seller assessment systems work (MilSpec, ISO, or any other universally accepted standards).
The entire point of of capturing seller assessment data is to understand how a transaction went wrong, it is NOT meant to capture corrective actions after the fact. 'Fixing' things without capturing data is basically sweeping the issues under the rug. In a real organization people get fired from doing something like this.
Corrective action are, of course, important and they often indicate a good quality supplier. But QA is all about documenting what you did and then using the data for continuous improvement. Data gathering tools like feedback systems only work if used correctly.
An argument could be made that the
ebay feedback system is only a marketing scheme meant to put more money in
ebay's pocket. But it is presented as a legitimate way to understand a sellers performance and as such each transaction should be captured accurately.

Edit; Now that they allow longer feedback notes, I think it is fine to note that the transaction went south and assign a Negative. But then also note that the seller made it right and that you would buy from them again.
If I saw a feedback like this, I would start feeling confident in the feedback system. As it is now, it is close to useless.
