This stamp came up on a different MB, and the only so-far plausible explanation for this eerily-apropos-to-current-events combination is that this might have been some sort of consular use.
I thought I'd post it here in case anyone knows what this 1960 D.C. date stamp is doing perched upon this Afghani stamp. Any takers?

An additional idea is that a prankster placed the stamp on an envelope to see if it would pass through the US mails and receive a cancel. I am guilty of doing that as a young teenager, but I am not responsible for this one. I think you need to see the original cover to decide the correct usage.

Washington, DC cancel on foreign stamp = diplomatic pouch mail. Period. The simple solution of Occam's razor.
Yes, other squirrelly stuff happens, but statistically from other cities.
