I have this Plate Block of C23c. I've never seen the back look like this. Is this an artifact of the printing or the way it has been stored?

Looks like some Baaaaaaad storage, with adhesion to other items. One of the previous owners was not a good steward.

It appears to have gum skips and gum creases plus some kind of staining. |

No, the dark areas along the top row of stamps. It does not look like offset, more like something got slightly stuck to the block. |

Why do you think this is a Scott C23c? I can't tell the true shade from a scan, but your red plate number precedes the known plates used to print Scott C23c. The earliest red number illustrated in the August 2021 issue of the US Specialist (whole number 1098) is 21911 and yours is 21854. You should get in contact with the authors Greg M. Ajamian and Robert Rufe (email addresses removed as per rules, sorry. Please use message system to request contact info or contact Don) as they will be interested in your plate block if it is a Scott C23c. |

It is always interesting to see the gum gaps on the selvege margins of wet printed stamps since the gum was applied after printing and before perforating. |

On the ink on the back...is this from another sheet? I thought that it was ink bleeding through from the front. I'm a definitely a novice on analyzing stamp conditions. I'll take the criticism. |

serf_tide The sheets are stacked on top of one another after printing. Sometimes the ink from one will transfer to the reverse of the sheet placed on top of it. Very common with stamps printed via the flat plate method. https://goscf.com/t/60604 |
