I have this ratty cover with a blue Cinn. cancel and appears to also be franked on the back? Similar blue cancel, not tied although scattered blue ink in places?
Why would it be franked on back and why would rate be 6 cents? Why would two different cancellers be used?
Or is this just a stamp that got stuck to the cover after the fact? Don
An absolute definitive answer a century+ afterwards will be impossible.
The simple solution: The initial impression it gives is a double-rate first class with stamp placed on the reverse side to assure the flap stayed shut. Some other scenarios are also not too far out of reason.
Don - Appears to be original to cover. One possible solution, or a near variant, is that after datestamping the cover for the sender the clerk realized it was overweight and after collecting 3c for another stamp, applied it to back and canceled with a different cancel device as it no longer required a datestamp.
