This item is a bit of a puzzle because, although it looks like a legitimate issue, I cannot locate it in my Scott reference. Admittedly, I could just be missing something but can anyone point me in the right direction?

From memory, these date from c1896 and the Cuban revolt against Spanish rule, so not formal issues.

Thank you both. This now makes sense to me and I should have thought of that. I admit to being surprised, though, that there is no catalogue mention of the issues as they must turn up fairly regularly. It is the first time I have found one, though.

I believe they were sold mostly for fund raising and had no postal use. As such Scott wouldn't list them and would only footnote them if they were commonly found.
