U395 Wuth Extra Postage And Extra Marking

The envelope is a Sc# U395.
Two stamps added for international mail.
Cancel is APR 30 1906

1. Is the marking toward the left for postage due?

2. If so, where was it applied?
(Addressed to Germany but the marking appears to be French.)

3. The envelope itself is low value (45¢).
Do the extras make it worth a few dollars?

Good observations and questions.

The marking is a postage due marking, but at New York before leaving the USA, maybe due to having more weight. Perhaps another person will chime in on why "centimes" since the destination is Germany, not France - perhaps an exchange rate applied since going to Germany via France.

In my opinion, the "uprated" cover with the additional postage due marking makes it multiple dollar cover - more interesting than typical use.

The international language of the UPU is/was French; the T stands for Taxe which is French for postage due

Nice of the French to mark it right over the addressee's name. If they had been more careful they might have been able to obliterate the entire name...

To clarify, the French did not mark the cover, nor ever touch it. The due marking was applied in New York.

French is the official language of the UPU. Postage due calculations on international mail are calculated via centimes as an intermediary. The deficit is marked by the origin country, often converted into centimes at the origin country's designated conversion rate as part of the marking. Then the receiving country converts the centimes into their own currency at their specific conversion rate for collection at the delivery end. 5 cents U.S. = 25 centimes, which Germany would convert to pfennig, etc. (Due amounts are often doubled on international mail, depending on the era, country, etc.)

Thanks for the info.
It's a cover I own and am considering listing for sale.
If it were only valued at Scott's price ($0.45) I wouldn't list it.
But since its markings push it's value to a few dollars then I will.
