In this letter you'll notice the young man mentions turning 18 soon, and follows by stating he can then join the regular RAF. At what capacity would he actually be serving prior to his turning 18?

Maybe he was working in the Air Transport Auxiliary, which was a civilian effort? Just a wild guess.
