Hmm. Docgfd, are you sure that whomever wrote the notation understood what the overprint really meant?
It could possibly represent a kind of protest against the USA getting involved in a war in Europe in which young Americans would die and our postal rates would be raised.
Also, it appears that there is a letterpress printing on the back of the envelope.
It is not an "overprint" but rather a hand stamp. Given that the one cent was essentially a tax to pay for the war effort it was likely a statement made by whomever used the stamps that that one penny was paying to defeat Germany.
I would agree with rogdcam. I would see it more as a novelty than anything else. One man's war against the Germans in WWI, if you will. I suspect others followed suit, so there are probably others out there to be found. Does anyone know who Herman Loeb was? I wouldn't rule out a philatelic cover.
Yes, mootermutt, it is a philatelic cover. The addressee, Percy Mc G. (McGraw) Mann, was the publisher of the Philadelphia Stamp News and I think he was also a stamp dealer. The sender of the cover, Herman Loeb, most likely had philatelic ties, too. I'm guessing that the one cent stamp was overprinted "Germany" by Mr. Loeb.
