A 1908 cover I have was mailed short paid from Syracuse, NY to London where it was refused and returned to sender. One of the markings is a handstamp that reads 'Postage Not Paid / W.D.O.'
This could either be an American or a British marking. Anyone know what the 'W.D.O.' stands for?
