Why is the one print with the red on the top of the scroll so much sharper compared to the other?

Because you are looking at an image and not the actual stamps.

Thanks for all of the information, everyone. Here is a photo of the back of the stamps if this helps in the analysis. The stamps are in the same position as the original picture of the fronts. Is this an unusual occurrence or is this something that happens often?

A few questions about tagging: Have all stamps been tagged since they started in 1963? Do they still use this to machine cancel stamps?

Most likely caused by the varnish used for the taggant. On many of these early issues the varnish can yellow/darken due to various environmental effects. You can see this when you at the selvage of plate blocks from this timeframe. Part of the selvage can look fairly white/bright and part can look yellowed/darker.

Thats what it looks like to me. I've been a Flexographic pressman for 30 years now. I have seen this alot.

@goon712. Stamps are still being tagged, but the small denomination stamps are not. Also, the special coilstamps are not, since they do not need to be cancelled.

When they first started some commem issues for a year or two were produced both tagged and untagged. Also some defins that were initially released untagged were tagged when they were reprinted. Some defins (including some transportation coils) that were precancelled by the BEP were untagged. Later they stopped tagging low values (under 10c, possibly including 10c, I forget) and they switched from overprinting coils with precancels and switched to service inscriptions (non-profit, bulk rate, presorted) and those have been untagged.

These stamps were combination printing.
Three colours (black,blue&red) engraved on the Giori press
and 2 colours (blue & red) are offset litho + tagging

The upper script The American Legion is engraved whereas the
lower script Veterans as Citizens is litho
