Found this stamp today while going through a collection. Any help would be great on the precancel itself, rarity and value?

Rarity factor in the Perfins handbook goes from A (most rare) to I (most common). So the "D" rarity factor of the "LIQ" perfin indicates it is one of the less common ones.
