The too of this stamp has it's top cut into/off.If an error, what's the error type? Appreciate your feedback.

It isn't an error - perforating stamps could be an inexact business. You'd need a much more extravagant misplacing of the perforations to attract a collector of oddities.

To be more clear, it is considered a poorly centered stamp and thus less valuable than an odinary stamp. So you have a poor example of one of the most common stamps. Your postcard is worth more than the stamp, which is usual for this stamp issue.
