The majority of the 117,000 libraries in the US are not remotely sophisticated enough for anything like that (never mind that there's no such lending-payment scheme here, anyway). Public libraries are clawing for funding, anyway... having to pay a royalty would kill them.

Back in the early 70's you could go to Taiwan and get a complete set of printed pirated copies of the Scott catalog and any music records you wanted too.

I wonder if the OP found used set.

I have pre-owned set although purchased piecemeal. Another idea is to contact local stamp clubs to reduce postage. I was going to donate a couple of my older issues (had several 2013) but never had a chance to drop off. I ended up using them as weight for stamp drying book and one to raise the height of a monitor!

Does it have to be a complete set? Like I had posted earlier, you can find volumes piecemeal on Amazon.

That (these) is (are) excellent suggestions, and I'm thinking that I should pursue this avenue. Some of the volumes are pretty cheap also on ebay, with free shipping.

I appreciate all of the suggestions...

The Des Moines suburbs of Johnston, Urbandale, and West Des Moines all have libraries that have complete sets of Scott Catalogs that you can check out and take home.

The Johnston library on Merle Hay Road just got a new set of 2022's this summer to replace their 2017 set. I would contact them to see if you can buy their 2017 set, or see if it is still available.
