More importantly what is going on in the top two stamps. The whole image is pulled sideways at top as well as the perfs tend to wander off that way also. Or is that scanner distortion?
I personaly do not think that it is cracked plate lines. It appears too consistant. It may be a heavy plate scratch from tools used or while being placed, or something dragged over plate, or most likely what Jogil mentions. From what I've seen and remember, plate cracks are usually more uneven almost jagged looking and usually have finer lines.
These horizontal lines are found in all of the Mufti sheet stamps and other stamp issues. They appear to be a stamp sheet top corner cutting line or a printing plate edge line.
