I found a series of Disney sets not in Scott that are certified by the International Collectors Society. This one is a Sleeping Beauty set. Do these have any value or are they cinderella's?

These are postage stamps (issued in mini-sheet format) and are listed in Scott and SG.
Perhaps you should check out Grenada Scott #1541 (1987)

How could this be done if there are copyrights, trademarks, royalties, etc. involved with using, selling and marketing the names and images of famous people and cartoon characters? Weren't these infringements?

Not of they were done under agreement. The Disney ones at the top, for example, show the company logo. Preumably a deal was done.
