Here it is. It commemorates the Wilhelm Busch Exhibition in Hannover. The same image appears on an April 15, 1982 German (BRD) stamp commemorating Busch's 150th birth anniversary.
The woman depicted in the cancellation is "Die fromme Helene" (Pious Helene), the title character of one of Busch's picture stories, a satire about religious hypocrisy.
