Am I accurate in assuming this is a misperforated issue?

Hole size does not appear to match perf hole size. There are other impressions on the paper too. I hazard to guess, But maybe someone was playing with a single hole punch?

Yes I agree, someone playing around and making holes! also looks like the stamp is regummed

With the hole size slightly larger, my first inclination was a revenue use with the stamp getting a small piece of a "PAID" punch. (Image borrowed from ebay.)
