I've run across a stamp I haven't seen in Scott that I think may be a revenue stamp from Lebanon. Any help is appreciated.

I don't know what year it is from (I have no catalogue)
This one is from 1961

Looks more like a Phoenician stamp with one of their boats on that stamp .
