Is this Mir Russia or Mir Belarus ? can't find another.any ideas, Thanks

Most likely polish writing for MIP (Belarus)
There is no "R" in the cyrillic alphabet

Your right yayolene,,, thanks this is what I found . Mir is Belarusian and Mip is Russian

It is definitely a postmark from Belarusian town Mir.

In 1933, it was uner Poland, therefore, the postmark is in Polish.

The Belarusian variant should have been Mip, and the Russian one - Mup.
