Which Recut Variety Of 1904 Stamped Envelopes

So I have identified several of these recut Scott U395, but this one is stumping me. Everything points to Type 21 except for the top where the "A" in states, right bar extends farther past the other letters and almost touches the inner frame. Super sharp clean embossing on this cover!

Type 1 to Type 143 on recuts! Gave up on tying to type these a long time ago.

I enjoy solving a problem! Everything fits for type 21 except for the long leg on the A. but the pushed up teeth above states is there, the shape of the shading lines on each end of the bottom ribbon, the two with the "T&W" lower and the "O" higher, the "S" in cents touching the top ribbon, the ribbon outline change under the "E" in states, all ribbon ends top and bottom. all are dead on.

None of the resources I checked mention the "A" in "STATES" but the extended right leg almost touching the inner frame line is shown in the Thorp-Bartels century catalog and in the APS handbook on the 1904 recuts by Barkhausen (who was the editor of Thorp-Bartels). Pictures in Drakos' book The 2-Cent Recut Dies and the UPSS catalog section are not clear but kind of look like the right leg of the "A" extends. Assuming that your envelope is post office size 5/UPSS size 10, 89 X 160 mm, your item is recut Type 21.

Type 21, definitely. Also note the junction of the upper line of the lower ribbon and the right end line. The upper line is pinched as it joins the end line.

Yes John that was a feature that also stood out. But what surprises me is that a long leg on the "A" is a prominent feature on other types. I thought it rather odd to be on this type and not be mentioned. Do any of your other type 21s have a similar "A"?
