Does anyone know if there is an eCatalogue that contains federal and state duck stamps? Or a paperback for less than $50?

Not a Scott catalog specializing in Ducks, that I am aware of. It may exist - it is a field I do not collect.

I have gone to ebay and have bought Scott 'country' catalog pages that are available from a couple of vendors. For instance, you can buy 2022 Scott Catalogue pages for, say, Iceland, that the vendor has removed from the larger volume. Reasonably priced, too, IMO. Perhaps (and I suspect they would) they also do that for Ducks. Technically, not a catalogue, but pages out of a catalogue. May, or may not, work for you.

Now that I'm back in my stamp den...

Scott used to publish a small, specialized Waterfowl Revenue catalogue, but discontinued it in the mid-1990's.

Sam Houston Duck Co. in my earlier post, issues a free hardcopy of their catalogue (with their selling prices) which is quite helpful for Duck Stamps, or it is available online as well.

I know you mentioned paperback, but FWIW, the latest definitive work on duck stamps is the 2020 'Catalog of U.S. Fish & Game Stamps and Labels - Fish & Game Collector Handbook' by Ira. W. Cotton published by PaperQuest Press, Naples, FL. Its hardback and the go-to book for these revenues. It costs $50.00. If you're an APS member, you can read an extensive review of this book written by Gary Loew in the March 2021 issue of 'American Philatelist.'

New member so I can't email docgfd so I'll comment here. I read the review in APS and decided to buy the catalogue. Thanks!
