This is not a problem unique to the UK. PostNL has been doing a little better transforming its business, but even the parcel delivery business remains under pressure.
Royal Mail and its various parts - Parcel Force - seem entirely incapable of managing their business. The idea that they're going to be more parcel-orientated sits oddly with their chronic understaffing of Parcel Force over recent years. They can't even manage to kit out their drivers with branded vans, in my area at least.
