The stamp is for sothern Poland, 20 Halerzy stamp Biscected.
The surcharge would be 10 Halerzy

It's an interesting item & a little dubious - base stamp is Poland 1919 Yvert 188 (as identified on the piece) or Scott 125, not Yt 176.

Previous owner has written in French "No 188 - surcharged? Armee Austro-Hongarie" on the piece. But that attribution seems suspect, given that WWI was over by then and Austria-Hungary no longer existed. And no mention of military surcharges on Poland stamps in Michel Austria specialized.

Just my observations - hopefully someone more knowledgeable will chime in.

No expert.
Could not see anything listed in KATALOG POPULARNY 1984
Base stamp Cat#77
or in Austrian Occupation.

Bearing in mind I cannot read Polish.
I was looking for Bisect/ed


Does the fact the Bisect Surcharge, looks like the same ink and typeface as the Address, seem odd

Mohamedel,
it is rare that SCF cannot solve most Philatelic queries,
but it does happen.
It would be even more difficult, if some Ne'er do well,
made up a Phantasy item, that also happens.

Personally, I flag my item as "Unknown" then go searching elsewhere on the internet for possible ID.
Poland stamp clubs, Poland stamp bloggers etc,
eventually you shall arrive at some consensus, then can post back with what you have found.

I find it scarce that items like thses are not listed in major
stamp catalogues.
That immediately arouses suspicion.

It could be a local overprint,used by local post offices when certain stamps were no longer available or in shortage.
One would have to identify the town.

I have seen 5 Bisects on ebay,
all are from the 6gr Warsaw issue
4 dated 1916, 1 dated 1919.

The cancels town is "Drohobycz or Drohobych". Around 60km into Ukraine.So that would put the stamp at around the time of the Polish offensive into Ukraine.Also known as the liberation of little Poland.
