I can't match this with any of the King Leopold issues in Scott. There's a row of curlicues at the bottom which I don't see on anything in the catalog ... thanks for your help!

rodcam, I don't believe it's Scott 69. The design at the bottom just above the perforations is quite different ...

It is not different. The design element you are seeing is usually where the perforations are between the stamp and the tab. Your stamp is badly mis-centered. Look closely again. It is Scott 69.
