The cancel is faint but I think it reads "BO?? NOI TINH". And the postal code below is 100920. I know it's in Hanoi, but what IS "BO?? NOI TINH"
Can anyone solve this puzzler for me?

You could try this spelling..The KTNT are the new districts in Hanoi.

But, ALAS!, the listing for postal code 100920 didn't have anything in it resembling what's in the postmark on that stamp. Still a puzzler!

i used a vietnamese to english translator from google.
i copied the words from vietnamese and I don't think this platform recognised them.
