I thought this just a messy cancellation, looks like it's been hit three times,

It is entirely possible. I could posit the scenario that the inkpad was running out, awkward package size requiring hand stamping. Stamp it the first time and it barely shows, etc. etc.

Without being able to view the stamp under a strong magnifier, this would only be opinion and conjecture. Interesting problem though. Thanks for posting.

It appears to be multiple impressions of the Plymouth NH precancel type 458, although some cities also had a roller cancels with a similar appearance often used on parcels. Perhaps the precancel experts will weigh-in.
