Canadian "Preferred" Rate Was It Reciprocal ?

I only collect Canada and cannot find any on line references for the following question. If anyone has the answerer I would be very grateful.

Before and after WW2 Canada had a preferred postage rate system where surface mail letters to selected countries (British Empire, all of North and South America plus France and Spain) was charged at the Canadian domestic rate. Before the rate increase in 1943 this was 3 cents and after 4 cents.

Was this a reciprocal arrangement with the other countries particularly France ?

Specifically what was the French domestic letter rate in July 1945 and was the surface mail rate to Canada the same ?

This is slightly after you ask, but the Canada Postal Guide 1947 gives (for the first weight class):

Canada to France: 4 cents
France to Canada: 6 francs

I don't know the domestic France rate.

Thank you for that it is a good start. I am sure I will be able to find a French collector who will know. I did not think of looking in the Canada Post guide I assume that it would have only Canadian rates.

In the 1947 Postal Guide, there is a table beginning on page 85 which gives the incoming postage rate on letters and postcards from everywhere.
