i need to know the meaning of the overprint D.A it stands for what also need general info about this stamp

The overprint "D.A" indicates "distributeur auxiliare" and was used for a general fiscal stamp sold in places like tobacco shops - they were issued from 1936-42. Depending on face value & colour, CV varies widely - the 50c is common.

Source - Yvert has recently published "Les timbres fiscaux et socio-postaux" for France & Monaco. A handy little reference.

France Revenues
DA Overprint
DA Overprint intended to identify stamps sold
by auxiliary distributors.

These distributors were prohibited from supplying
State Services and certain large users, (Public accountants,
ministerial officers, banks, insurance companies, etc.)
The DA Overprint therefore made it possible to monitor
compliance with this rule.
