The hint means that you've shown two different stamps. The first is from China, the second, with characters to the left of the flag, is from North-East China.
It is from "Peoples Republic of China" (PRC), not Republic of China. The small words says "limited for using in northern China", that is, within three northern provinces. The one you showing is most likely a reprint.
