I don't think that I've ever seen such a detailed explanation as to why my package is slightly delayed.

Hard to believe that "railroad mechanical failure" is used as an excuse by UPS all that often. Makes you wonder what other stock excuses are available.

"Delivery driver currently abducted by aliens," maybe?

Sometimes I think it is like the 8-Ball. An 8-sided 'die' in a blue liquid filled 'pool ball'. Shake and wait. "A positive answer is a distinct possibility" Anyway, whenever I get an odd answer to a question to corporate America, I suspect an 8-Ball is involved somewhere.

I remember seeing a news clip which mentioned that shipping companies were having a problem with break ins into their cars and packages being stolen or opened to seek valuables. I thought that Los Angeles was one of the areas having that problem due to lax security.

Seeing "Bell, CA" in USPS tracking gives me something akin to PTSD. I once had a package coming in from somewhere in Asia (most likely Japan) that arrived in San Francisco. So far, so good, since I live in the Bay Area. But then it got routed to Bell, in Southern California. Then it got sent back up north, but then it got sent to Bell AGAIN. After this ridiculous ping-ponging, it eventually reached me in the Bay Area, but it took a couple of weeks longer than it should have.
