I received the following postal card in a bulk lot I purchased. This card included a bi-sect of Germany Scott#844. Does anyone know why the creator would create this cover with the bi-sect?

Agree it was for fun ,there is so much mail going thru the system that you can even put foreign stamps on mail and it gets delivered .Fun and games and maybe selling it to someone who doesn't know better . Dealers view it as junk .
