Need advice on 1872 postal rate to France. Why 16 cents?

16c was the 1/3 to 1/2 ounce rate.

The reference to have is United States Letter Rates to Foreign Destinations 1847 to GPU-UPU by Charles Starnes.

Thx for the reference. I was using Hargraves' book but couldn't find the exact rate. The only connection was the interim rate. In addition, the New York 12 cents paid cannot be found.

16 cents was the French mail via UK treaty rate of 7/70 for 1/3 - 1/2 oz (10-15 grams). Progression was 10, 16, 20, 36 & 36 cents. Rate in effect until 8/74.

The New York exchange office accounting handstamp is common. Hubbard-Winter 209 recorded 1857 - 1872.

And nice NOLA negative geometric cancels.
