Starting 2021, Scott classic catalog now lists the pre-protectorate local routes that used normal-looking stamps. As for the colorful octagonal and circular markings used on routes sponsored by the Sultan, those are not yet listed in Scott. The new Y&T colonies catalog is the current best source for those.
For my collection of at least something from every country, I include each of the local routes. Those run by the same company or sponsored by the same consulate could, I guess, be consolidated.
If it were me - and, having disposed of swathes of stamps - it isn't, I'd just start with the obvious and the spin-offs from the areas I specialise in. It clearly helps if you're in the world of buying box/junk lots with decent coverage that you can pick through. Perhaps you'll develop new interests looking at particular areas of the album.
I have drawn my line so was asking the rhetorical question but my journey. When one adds locals and provistionals, it can be complicated, expensive. and debatable. You can see this with early issues with just how Scott, SG, and Michel catalog stamps as entities form, reform, and reform again.
