As far as the date is concerned, you will find the number 19 at the lower left hand side below the 2 and the second part of the date, either 38 or 43, on the right hand side below the 2. In your example it is 1943.
Your image would possibly be (AFTER) the head engraved after Great Britain coinage, (vignette "c") modelled by H. Paget from a portrait taken especially by Bertram Park.
