Could anyone advice is this a post office join or done by a collector
It looks like it was done by the post office as the joint paper has perforations on it.

Done by a collector using selvedge to reinforce the perfs. Not all that uncommon to find.

I think you shall find, that fragment, is part of the Interpanneau selvedge
of those very stamps.

The owner at that time broke up a multiple, and used the selvedge scraps
(not really a good idea)

As it turns out, I am missing the 2½d Interpanneau Block.

Here are two others shewing the Interpanneau Selvedges

(The lines added to prevent use of paper, for forgeries.)
