check the stampsmarter.org website for: kiss prints, double impressions and slippage. it could also be printers waste.

What does the back look like? Specifically is there ink bleed-through as occurs with cancellation ink?

Most definitely a cancel, there are no recorded double impressions that look even remotely like this. It also does not repeat the printing, thereby making this a cancel.
