Sent From England With No Stamp?

Not sure what you call this as it's made from a strip of paper about 10" long and 41/2" wide.
It was folded and sealed along it's width leaving the sides open and unsealed. Folded up it's approximately 41/4" X 21/2"
I'm only assuming it was sent by mail as it's addressed as such but there's no stamp or receiving cancel from Canada.
It has "printed matter" in bold letters on the front not sure if that and the lack of stamp are connected.
Any info of this would be greatly appreciated.

The word íoctha in the red stamp means 'paid.' It is a stamp applied in Ireland in Irish.

This stamp may have been issued to indicate postage has been paid under a contract.

These are called wrappers, either holding a folded or rolled newspaper or magazine. As printed matter, these normally never got receiving cancels.

Actually mailed from Ireland. Dun Laoghaire is near Dublin.

Dun Laoghaire is the port where the ferry from Holyhead docks. It may be that the printed matter (a stamp dealer's regular price list, maybe?) was shipped from Liverpool via Holyhead to Dun Laoghaire. There, it may have received the red 'paid' stamp (like a meter mark) to indicate postage has been paid under a contract and shipped from Ireland to North America.

I am sure this dealer disappeared a long time ago!

Why?

Back in the 1950s and 60s Dun Laoghaire was also the home of the infamous Shanahan's Stamp Auctions.

Are Martin Mills still in business? If so, that is wonderful news -- I've used
their albums for years. I've always found the quality to be excellent. But I
haven't seen one of their ads in a couple of years and had started to fear
they'd gone under.

I bought some stuff from M.M. a couple of years ago and wasn't
impressed. As I recall, I phoned the order through and waited several
weeks, only to be told when I rang again that they had been closed for
holidays, but didn't tell me this when I placed the order. At the same
time, I also ordered some stamps from Liam Price, Dublin and they
arrived in the same delivery as the albums from M.M. It seemed to be
that the companies were connected and distributed from the same place.
Anyway, I wasn't satisfied, and sent both lots back to the same address,
only to receive the whole lot back some time later undelivered and in
poor condition. At that point I gave up.
Now, it may be that I was just unlucky and caught them at a bad time,
but I have never used either firm again. The albums I bought were
effectively just loose leaf binders and nothing special. However, don't
let my limited experience put you off. In view of Greg's
recommendation, they may be worth a try. I would be interested in
hearing from anyone else who have bought albums from them.
They used to advertise in the U.K. in "Stamp & Coin Mart" , but I
haven't seen a copy for a few years, so I don't know if they are still
trading. If I get a chance to see a current copy, I will check if they
are still advertising.

I've had a lot of their binders in auction lots over the years. Springbacks in the manner of SG's Senator etc ranges.

It appears Martin Mills produced the "Simplex" series, for Stanley Gibbons
