Searching For A Country

Older Collector, new to site. I'm looking for the issuer of a stamp on ROD222's site. It's an oil rig with oil flowing out the top. Looks like an older stamp, imperfed. Value in upper left corner includes a 2, right hand corner has an Arabic 2. Rig might be of wood and not steel. There is a hammer and sickle emblem on center right side. Searched Russia with no results. A friend has one like it and we are looking for the issuer.
