Even with all of the 10% etc suggestions on how to organize a stamp, whether in or out of a 'true' collecting interest, I think any stamp can be collectible to a fan of that particular oddity or even that stamp.
I thick it would sell on
ebay. Perhaps not for a lot of money ($1 or the value of that particular stamp anyway), sometimes it depends on who is watching and wanting to bid at that time (it seems sometimes). The sale on
ebay would also depend on how you described the item. To attract the collector interested in such things I am afraid that you would have to use the term misperf (or French of course) and possibly 'error' or 'oddity' or 'freak' or EFO. Other wise you take the chance of a person missing it in the madding crowd on
ebay.
In this case the shift or mis-centering is this stamp's strength and it is correct to point out an item's strengths (and also state weaknesses or flaws of course).
If this stamp or the others of it's series (?) had consistently bad centering you would perhaps not point out that it was badly centered or misperfed but just sell it as one of the same series. However, if hardly no other stamps of that series of stamps had bad centering then it would indeed be a good thing to point out the discrepancy, for those that are interested in such things.
So, after a long discussion, the answer to the original question is, yes it is valuable but only to a collector of shifts and badly centered stamps.
To see a market value is very difficult. You would have to look on
ebay or DelCampe for a long time and search for this kind of thing (learning along the way the words used in Austrian, German, French, English, etc for misperf or EFO, etc) and see what similar stamps sold or etc.
Boring and not many would want to do that. Sometimes there are EFO catalogues for such oddities that would give you a rough price, but then, it is then the problem to find the collector that would want to pay that stated price also.
