Libya Scott 22 Ink Shift

Sorry for the quality of the pics, my scanner and I are fighting but you get the general idea.
The 1st pic has green at the top center well south of the frame line and matches pictures I've seen elsewhere. The 2nd has the green all the way to the frame line. Is this some kind of a shift?

It would appear that the bottom one was the intended design. Color registration errors are quite common in many stamps. I wouldn't put any added value on either stamp. Thanks for posting.

There's a lot of variation to be found there - as an example, search on Libya 22 on Hipstamp and you'll how much the green can shift from stamp to stamp.

Sassone assigns premium for large shifts for some of the other stamps in this series, but not for this one, supporting that it is common.

I have some similar stamps in my collection but there are from Russia and Bulgaria. Your stamp and the shifting on it are also interesting.
